A Study on Exposures to Various Commnication Media and Family Planning Behaviors

Abstract
This study was carried out to assess the effectiveness of the past activities and to provide the scientific data for the future program implementations of the family planning information, education and communication(IE & C) in Korea. The Planned Parenthod Federation of Korea(PPFK) has been carrying out the major IE & C activities from early 1974 through 1977 on the financial from UNFPA.
1,805 samples were statistically drawn from the clusters of the nation; metropolitan area, middle and small cities, township area, and rural areas. Out of these 1,805 who were interviewed from October 1 through 15th December of 1974, the data of 1,637 eligible women were analysed, excluding 167 cases who are infertile.
The questionnaire used for the main survey consisted of several chapters such as general characteristics, family planning Knowledge, Attitudes and Practice, Demographic Variables, and Communication behavior. This a nalysis, however, was focused on the communication variables to find the information of the people¢¥s exposure to various communication media.
Data on the media exposures are necessary to implement scientific IE & C programs.
The major findings and implications of the study are as following:
1. The major target audience is believed to be the so-called ponf-eem group means that they do not want additional children but do not practice contraception. Their general characteristics such as average member of current children, everage age, etc. are almost similar to those of the currently practicing group. Their distinct characteristics are found in less exposures to various communication media, particularly family planning field workers, interpersonal communication and husband-wife communication.
2. The level of people¢¥s knowledge on the contraceptive methods is still very low. Although 98% of the respondents have ever heard of family planning, the propotion who have correct and detailed knowledge on the contraceptive methods is too low for them to be able to practice correct contraception. Therefore, future IE & C programs are desirable to be as such that they can tell people more detailed and correct knowledge on the contraceptive methods so that they do not misunderstand the contraceptive methods.
3. It was found that the Korean husbands have been left uneducated in contraception. There is a tendency among husbands that the family planning practice is only wife¢¥s responsibility. The husbands are so negligent in family planning practice that they do not coopreate. The future IE & C program should give more emphasis upon eduacating husbands.
4. Using too much budget to disseminate family planning slogan and jingle through TV and radio seems to be wasting since only 6.6% of the respondents had been exposed to them while it is too much costly to buy the air time. The mere exposure to the slongan and jingle would not lead them to practice. Therefore, putting too much budget to the communication should be reconsidered. When we use them, advertising specific birth control methods and service sites is more desirable than the slogan and jingle as people have already been motivated in family planning to a certain degree.
5. Purchasing air time for disseminating family planning slogan is too costly whereas it does help lead people to act. On the other hand, pamplets and leaflets are found to have been rather effective when compared to mass media in terms of costeffectiveness.
6. The exposure states to the various media can not always be the same, but they may rather change in a certain period. Therefore, in order for us to make more effective health education programs, it is highly desirable to conduct repeated media survey.
In any case, however, interpersonal communication should be given high priority in such education programs that deal with sensitive and taboo topics such as family planning and shameful disease because mass media have strict limitation in touching these topics.
